The State Departments budget office indicated that only 25 new positions were to be added to the 24 already in existence. The first question that I should like to address is: Are we talking in terms of 25 or 49 new positions? In either case. the intent of this legislation is to revive the sick and the dying through food and medicine. not to bury them under additional bureaucracy and redtape that are the unavoidable consequences of increased staff. Are that many additional people truly necessary? Finally. should we allocate increased amounts for fiscal year 1981. prior to a full assessment of refugee programs in fiscal year 1980? I welcome other viewpoints on this matter.
