Perhaps I can participate with a statement at that time. The final point I make. Mr. President. is that I went to a conference last weekend sponsored by the AfricanAmerican Institute. One of the black Africans from South Africa said to me. "How is it possible for the United States to be so concerned with Cambodia and not be concerned with the millions of refugees In South Africa?" This is not the time to go into that in detail. I just want to raise that question and hope that our compassion will spread to the African Continent as well.
