The funds so authorized could be used for the relief of the people of Cambodia wherever they may be found in distress. whether within the country of Cambodia itself. Thailand. or anywhere else. The money could be used for the relief of famine and. disease. which is now being suffered by the people of that unfortunate part of the world. As the Presiding Officer well knows. three of us went to Thailand and then visited the refugee areas on the border of Thailand. and visited Phnom Penh. the week before last. We witnessed firsthand the tragedy of what was happening to the Cambodian people. What is involved here is the survival of an entire race of people.
