We are witnessing a genocide. Three million people are in immediate danger of extermination. Two hundred thousand refugees will die every month unless food and medical aid is rushed to their relief. We cannot watch in silence while many more fall from weakness and suffer the horrible death to starvation. We must transcend political differences with the North Vietnamese and their regime in Cambodia and we must act to bring relief to the refugees. A dying. homeless people should not be held hostage to a debate that is rendered absurd in the face of horror. It is absurd. as well. that the North Vietnamese should deny our offer of aid.
