During these past 6 months. Alexander Ginzburg has spent every moment trying to help others by telling Americans of his own experiences and continuing to promote human rights in the Soviet Union. not only on behalf of his own family. but for all Soviet prisoners of conscience and their families. Over 200 of my colleagues in the House have joined me in a letter to President Carter. urging him to negotiate with the Soviet Union at the highest level to secure the right of Sergei and the Ginzburg family to emigrate to the United States. The situation. however. still appears to be at a stalemate. I know my colleagues in the House join me in the hope that it will be resolved favorably. and soon.
