I wish to associate myself with the remarks of our distinguished subcommittee chairman. Mr. FASCELL. There is a very urgent need for these funds. They will help to fill the commitment which the United States made earlier this year in Geneva to increase the number of refugees coming into the United States from Vietnam. As the gentleman from Florida has noted. this body is already on record in support of appropriating these funds for fiscal 1980 and the other body has followed our lead. We cannot escape the fact that the United States has had a special relationship with the people of Vietnam.
