Mr. Speaker. last year. I released in the CONGRESSIONAL RECORD the stark and horrifying testimony of Cambodian refugees who had fled the destruction and death that accompanied the "social engineering" practiced by the Khmer Rouge. At the time I publicized these statements. there appeared to be very little that civilized nations could do to stem the tide of terror that swamped Cambodia and culminated in the deaths of millions of helpless Cambodians. The regime of Pol Pot had few connections with the outside world. and for all intents and purposes. Cambodia or Democratic Kampuchea. as its new rulers so ironically call it. existed in an almost precivilized state.
