Mr. Speaker. Monday the House passed House Concurrent Resolution 91 which calls upon the government of Syria to permit those members of the Syrian Jewish community desirous of emigrating to do so. As one who has been concerned over this matter for quite some time. I applaud the timely action of the House and the Foreign Affairs Committee. While we have seen some improvements in the Syrians record on this matter. the present situation is one that requires pressure from both the administration and the Congress. I would like to insert into the RECORD at this point a letter I received from the State Department in response to a letter of mine urging action to encourage the Syrian Government to allow the emigration of Syrian Jews who wish to leave:
