Mr. Speaker. tomorrow we will consider the Migration and Refugee Assistance Act and the refugee assistance appropriation. The purpose of these measures is to heal the wounds of war as best we can. and to aid political refugees. I believe that we must take this opportunity to assist our own political refugees who were earlier victims of this war. at the same time that we address the problems of the Cambodian and Vietnamese refugees. Thousands of young Americans who refused to participate in the disastrous war in Indochina are still in exile in Canada. Sweden. and other countries. In addition to the Cambodians and Vietnamese who fled their countries. these Americans constitute another category of persons in need of assistance. Therefore. I will offer amendments to the Migration and Refugee Assistance Act and the refugee assistance appropriation to point out the fact that we should address the issue of our own citizens who became refugees as a result of the war. as well as those from Indochina. The amendments are intended to indicate that American political refugees must also receive our attention at the same time that we consider the plight of these other refugees. The amendment will expand the category of persons who are eligible for assistance to include Americans who were forced to leave the United States because of fear of persecution on account of their political opinion regarding the war. and who have returned to the United States. A text of the amendments follows: H.R. 6755 By Ms.
