Session #94 · 1975–77

Speech #940054375

I feel very strongly that we should help the Vietnamese and Cambodian people who are in distressboth those who chose to remain in their homelands and those who chose to flee to other countries. At the same time. however. I also believe that we must insure that the money appropriated for humanitarian and refugee assistance is administered wisely and is spent for the proper purposes. It is for this reason that I have proposed that humanitarian assistance for those in need in Vietnam and Cambodia be channeled solely through international organizations and private relief organizations. It is also for this reason that I urge close congressional supervision of refugee resettlement assistance. President Ford has asked Congress to provide $507 millionover $14.000 per familyin assistance for Vietnamese and Cambodian refugees. This figure is in addition to the $98 million already obligated which has been diverted for Indochina refugee assistance. The bills already introduced. and currently under consideration in the Senate and House Judiciary Committees. both contain openended authorization for the Presidents refugee resettlement program. I agree with the aim of this program. but I am very concerned about the approach to its implementation. I believe that resettlement aid should be provided.
