Session #94 · 1975–77

Speech #940054038

Mr. President. there is no doubt in my mind that the vast majority of the Vietnamese refugees will prove to be good citizens. and that. like waves of immigrants who came to our shores before them. they will eventually make valuable contributions to the United States. Yet. there are certain facets of the current situation that concern me. and I believe the emotionalism that has greeted the arrival of the refugees should be tempered by serious reflection and thought. The evacuation process itself was. in my opinion. delayed and drawn out to the point where the lives of Americans in South Vietnam were unnecessarily endangered. We should have moved quicker in bringing home our citizens from that embattled country. and had we moved sooner. the evacuation of the South Vietnamese who truly needed asylum in America could have been accomplished without the confusion and chaos that marked the final hours in Saigon.
