Session #94 · 1975–77

Speech #940054036

Mr. President. I have been personally puzzled and disturbed by the publics generally adverse reaction to the sudden influx of Vietnamese refugees. We have traditionally been a compassionate countryand I hope that. even in the face of tough realities. we can remain one. Whatever the roots of this reaction. and however unappealing. I believe that Congress has a responsibility to recognize and understand them. On May 3. the Washington Post did us a service by providing an Informed and subtle commentary on this profound sociological matter. I commend it to my colleagues attention and ask unanimous consent that it be printdd at this point in the RECORD.
