They are the Hungarians and Cubans and I have firsthand experience of both groups. As Governor of Connecticut. I established a State committee to handle Hungarian refugee resettlement in 1957. My State took a considerable number of the 38.000 Hungarian refugees and it proved a great success story. These people overcame language and cultural difficulties to become an Integral part of the United States. As Secretary of Health. Education. and Welfare. I was sent to Florida by President Kennedy to set up a program for Cubas fleeing refugees. More than 650.000 Cubans now have made their way to this country. And figures show that 8 out of 10 are fully selfsupporting. Most of those who are not belong to the aged or disabled category. I am sure that records also would prove that the taxes collected from Hungarian and Cuban refugees who are now citizens more than pay this Nation back for its initial investment in them. When President Kennedy sent me to Florida. he told me that this Nation had a moral obligation to help the Cuban refugees. Today. although we already have many burdens to bear. this Nation has a new moral obligation that must be met. Freedomloving people the world over are watching to see if we will meet our responsibility to these people who have been displaced.
