Mr. Speaker. today I joined with my colleague. EDWARD KOCH. of New York. in urging the Members of the House to join us in a resolution stating that we support the humanitarian efforts of the President to aid the unfortunate people of Vietnam who have come to our shores as refugees. It will indeed be a black day In American history when this great land no longer opens its arms and heart for those who are desperate and in need. When we consider that over 60 percent of the refugees are women and children and we recognize that their impact on the job market has been estimated to be fewer than 12.000 fulltime jobs. I am convinced that the American people will want to be true to their tradition of the past.
