Session #94 · 1975–77

Speech #940052686

Mr. Speaker. the backlash which so many of us in Congress have sensed on the part of people who have reacted unfavorably to any possible assistance by this Nation to the refugees from Vietnam is a reaction which grows out of frustration. over the obvious mess from which we have just extracted ourselves in Vietnam. and out of fear. on the part of many who face uncertainty about their jobs. There can be no compromise on moving as rapidly as possible to guarantee jobs to all Americans. but there can also be no compromise of our fundamental ideals. And those ideals compel us to help suffering mankind. particularly those to whom we have a special debt as a result or our actions in Vietnam.
