Ever since I was first advised that Fort Chaffee met the needs of "Operation Helping Hand" and would be so utilized. I have been in close touch with officials in the Interagency Task Force. the Department of the Army. and other coordinating agencies. I would like to take this opportunity to make known to my colleagues the outstanding cooperation I have received from Ambassador L. Dean Brown. Director of the Interagency Task Force coordinating the entire refugee processing. Donald McDonald. Senior Civilian Coordinator. heading up the Fort Chaffe operation. and numerous other officials who have been instrumental in the advance planning and smooth implementation of such a potentially emotioncharged undertaking.
