Session #94 · 1975–77

Speech #940051424

One. introduced in the House by Representative B. F. Sisx. would grant immediate relative status to foreign orphans regardless of the number of previous petitions filed by the prospective parents. A second. introduced by Representative DON EDWARDS in the House. would provide for naturalization of a child at the time an adoption is legally completed. Both bills have been endorsed by the Justice Department. and the Office of Management and Budget has also advised that it has no objection to their enactment. The problems which these bills address were brought home to me with new intensity recently by a large volume of mail from Minnesota families.
