Mr. Speaker. there is one issue before the House and one only. Again it would seem to me that those fears that the President may reintroduce troops in South Vietnam are unfounded and constitute irrationalities in this situation. Also. he has made clear that it is not his intent to give money that could be used by the Communists. but that he needs this moneyand all of itfor the refugees who have been evacuated. Mr. Speaker. I want to deal with a point that has not been raised. to my knowledge. but one which is real. There are those who are concerned about the 70.000 people who have been evacuated and how they shall be cared for. and the Impact that they shall have upon our country.
