Speech #940050734

This conference report will make it possible for the Congressacting through the regular appropriations processto provide up to $327 million for humanitarian assistance to the victims of the war in South Vietnam. That money is urgently needed to pay the cost of the civilian evacuation from South Vietnam. It is needed to pay for the transports. It is needed to pay for the food and clothing for many refugees who got out of Vietnam. As the President pointed out in his letter to the Speaker. that money is needed nownot a month or 2 months from now. We have gone almost half the distance in making this money available.
