Some escaped by boat. some from Tan Son Nhut Airport. and the remainder from downtown. A number of South Vietnamese have been evacuated incidental to this operation. The Attorney General has asked for waiver of visas for a limited number of orphans. which the Committee on the Judiciary has approved. in addition to approving the list of all the orphans so far reported as refugees. This is a humanitarian act. The evacuation proceeded. particularly from the 18th of April on. with as much expedition as was safe under the circumstances. bearing in mind the preservation of the lives of Americans and the risk of panic or the risk of action from indigenous forces in Vietnam.
