If the North Vietnamese and Vietcong had not had massive military aid from the Soviet Union and Communist China. they would not have been able to carry out the military aggression which has led to the conquest of most of South Vietnam and may soon lead to its complete domination. These are facts which most people recognize. If we fail to take cognizance of them in some official form. we lose a great deal in perspective and understanding. This amendment. which I drafted. simply puts it on the record that while we may be in disagreement as to the extent to which American or South Vietnamese actions have contributed to this need to evacuate refugees. we have no illusions regarding the fact that the ultimate cause of this suffering is the aggression of the North Vietnamese and Vietcong. backed up by the Soviet Union and Communist China.
