Session #94 · 1975–77

Speech #940044412

This concern does not reflect isolationism or noninvolvement. Rather. It reveals a profound sense of commitment and concern that simply has not yet found expression in our Governments policy. For too many weeks our Government has stood paralyzed. as events in Vietnam have rapidly overtaken whatever small decisions our Government was making to assist the millions of orphans and refugees and war victims in South Vietnam and Cambodia. Even as our diplomacy has floundered. so. too. has our humanitarian response to massive human needs. But this is not a time for paralysis and indecision and inexcusable delays over the simple issue of providing emergency humanitarian assistance.
