Session #94 · 1975–77

Speech #940044266

I would like to commend the Committee on Foreign Relations for its positive action in reporting out an authorization for emergency humanitarian assistance to be channeled through the United Nations and its specialized agencies. international organizations. or private voluntary relief agencies. The $100 million authorization in the pending bill is in line with the legislation which I introduced a month ago. Since then. however. both in hearings and in reports to the Subcommittee on Refugees. which I serve as chairman. as well as in new appeals made by international agencies. it is clear that this sum is no longer adequate to meet the growing humanitarian crisis in South Vietnam and Cambodia. To date. there are appeals. which remain outstanding. totaling some $145 million. To an original appeal by the International Red Cross for $5 million. coupled with an additional $30 million on April 3. for emergency relief funds for South Vietnam and Cambodiathe United States. to date. has pledged only $5 million.
