Session #94 · 1975–77

Speech #940043432

I say this because these are only two possibilities of what can take place: First. the North Vietnamese will oppose the evacuation and we will be required to use our military forces and be back at war in South Vietnam to complete the evacuation. I do not believe that we should support legislation that permits this possibility or that we would want to do so. Second. the North Vietnamese will agree to permit the evacuation to take place in a peaceful manner in which case we would not need this particular legislation but would need legislation similar to the Migration and Refugee Assistance Act of 1962 which would establish the same resettlement and refugee airlift in a peaceful manner. as we did with Castros Cuba. Nobody here should be trying to evade responsibility. In fact. what we should do is follow through and accept the responsibility for our actions.
