Chairman. in the 3 hours of general debate which will follow my openIng remarks. the House will have an opportunity to examine each and every provision of the bill before us. to offer amendments. and to work its will. I will not attempt now. therefore. to anticipate all the questions and issues that may arise. I will simply try to finish with these thoughts: The issue of providing humanitarian assistance to the refugees in South Vietnam should not trouble useven though events may make it impossible for most of such assistance to be delivered. If the conditions prevent the use of the aid authorized in this bill. the aid will not be delivered. and the funds will not be spent. On the other hand. by approving this authorization. we will have shown our willingness to help the people who have suffered so very much in recent weeks.
