Although events in South Vietnam are moving faster than most of us expected. and may render some of our proposals obsolete before they can be implemented. we believe that the bill merits careful consideration and approval of this House. The bill basically does four things: First. it authorizes an appropriation of not to exceed $150 million for humanitarian assistance and an evacuation in Vietnam. Of this amount. up to $73 million is intended for aid to the estimated 1 million refugees who have resulted from recent events in Vietnam. Those people need food. clothes. shelter. and medical care. In some cases they need transportation.
