I think it is important to point out that under this bill evacuation will not necessarily be to places outside of South Vietnam. Place of safety to which persons could be evacuated could be on the mainland of South Vietnam. In fact the committee report on this bill refers to temporary refugee sites which will be set up on the "mainland" of Indochina. The bill thus authorizes the creation of "enclaves" or "sanctuaries" permanently secured by American troops. Finally. the bill specifically waivesfor an indefinite timeall of the laws we carefully enacted in the last 2 years to prohibit American military involvement in South Vietnam.
