Session #94 · 1975–77

Speech #940042303

The committee also recommends the authorization of a $100.000.000 contingency fund for the purpose of carrying out general humanitarian and withdrawal programs in South Vietnam. The funds could be spent as the President determines is in the national interest in dealing with the present emergency in South Vietnam. The funds could be used for both humanitarian relief purposes. such as to aid refugees within the country. as well as to help finance programs related to withdrawal of Americans and those associated with American interests. In recent years. the committee has been reluctant to grant the executive branch broad discretionary authority to use foreign assistance funds. This is a significant exception to the committees traditional view but is justified by the critical circumstances affecting the large American presence in South Vietnam.
