Mr. Speaker. I am alarmed and outraged at the total failure of the Department of State to bring to the Congress any plan for dealing with the potential evacuation of large numbers of Vietnamese to whomaccording to the Presidentwe have a "special obligation." My Subcommittee on Immigration. Citizenship. and International Law has heard estimates ranging from a few thousand to hundreds of thousands of Vietnamese to be evacuated. The administration has given the American people the impression that the evacuation and resettlement ofthese people is an obligation to the United States alone. The Department of State was unable. however. in 2 days of hearings. to give even the barest outline of how this country is going to deal with the problem.
