President. I introduce an amendment in the nature of a substitute to S. 663. legislation authorizing additional military assistance for Cambodia in the current fiscal year. My amendment would authorize. instead. $200 million to be appropriated to provide humanitarian assistance to help relieve the suffering of refugees and other needy people who are victims of the conflicts in South Vietnam and Cambodia. This assistance would be provided under the direction and control of the United Nations or under the auspices of approved voluntary agencies. It is intended that this assistance shall go to refugees and needy people throughout South Vietnam and Cambodia and through channels acceptable to all parties. Reports to Congress would be required every 90 days. on the provision of economic assistance under the terms of this legislation. This amendment is identical to a bill which Senator McGEE and I introduced Mr.
