I am sure my good friend from North Carolina would agree that it makes a lot of difference whether or not there was a commitmentand I have always been brought up to believe that if one makes a commitment. even though it may have been an unwise one. one should keep ones word. I think he would agree with me that it would be useful not only to have a complete disclosure in this case. but. may I say. there has not been. yet. a full and complete disclosure of U.S.S.R.-United States communications relating to the emigration amendment to the 1974 Trade Act. of which there has been so much discussion. I am aware of the existence of those communications that have not been disclosed. which. I think. are extremely relevant to the role and responsibility of Congress in trying to carry out a bipartisan foreign policywhich was founded and really given life by a great American.
