Mr. President. on behalf of the distinguished junior Senator from Minnesota . and myself legislation is being introduced today which would authorize $200 million for the purpose of providing humanitarian assistance to refugees and other needy people who are victims of the conflicts in South Vietnam and Cambodia. The assistance authorized under this act is to be provided under the direction and control of the United Nations or under the auspices of voluntary relief agencies. At this point. I ask unanimous consent that a statement by Senator HUMPHREY regarding the legislation we are introducing be printed at this point in the RECORD.
