The U.N. should insofar as possible. give havens of security. provide medical aid and food to those suffering in this wartorn area. In a sense. this is practicing what the Prince of Peace spoke about so many. many years ago in the history of mankind. Mr. President. last week I sent a telegram to the President urging him to call on the United Nations to coordinate a cooperative international effort so that all countries which are members of that organization might participate in programs of aid for refugees and war victims. I indicated to the President that his leadership could be the compelling force which would well mean positive action from the United Nations. Mr.
