Session #94 · 1975–77

Speech #940035025

JORDAN and Mr. ROYBAL. to extend and expand the coverage of the Voting Rights Act of 1965. In brief. the purposes of this bill are first. to extend the temporary provisions of the Voting Rights Act for an additional 10 years and to make the ban on literacy tests permanent. second. to provide for the expansion of the coverage of the Voting Rights Act to jurisdictions which have denied or abridged the right to vote of persons of Spanish origin. and third. to address the voting problems of other language minorities. The legislation we introduce today represents a careful review of the excellent testimony which has been presented to the House Judiciary Subcommittee on Civil and Constitutional Rights and the various comments and suggestions which have been offered regarding proposed amendments which had been introduced earlier this session by myself.
