The very comprehensive Senate language requiring 15day notification of reprograming was maintained. however. it was felt thdt the legislative committees should develop their own notification requirements and do so in a legislative bill. The House insisted. as a matter of personal privilege. to its reduced allowance of $77 million for the Peace Corps. The Senate figure for migration and refugee assistance was retained as was our provision for Palestinian refugees. The amount for Soviet refugees was increased to $40 million. The Senate position on the international financial institutions fared very well. We maintained the $24 million for paidin capital in the Asian Development Bank and the $75 million of our allowance for the InterAmerican Development Bank.
