We propose that strikers. who are voluntarily unemployed. be Ineligible for Welfare benefits under AFDC. And finally. we propose that the support of aliens be the responsibility of the Federal Government. The problem of illegal aliens on the welfare rolls has become a very serious problem in several areas. and their receiving benefits is. in fact. illegal. But experience has shown that the Federal Immigration and Naturalization Service has given too little attention ta the problem of aliens who receive public assistance. The assumption of that obligation by the Federal Government ought to provide the needed incentive to come to grips with the severe burden which these illegal recipients now place on the AFDC program. Every moment we delay in putting these reforms into effect is costing the American taxpayer millions of dollars.
