I am convinced that anyone making an objective examination of the committees recommendations would agree that it makes little sense to do so. Indeed. I personally believe that a strong case can be made for increases in such categories as food and nutrition. which we have already increased. assistance for Soviet refugees. international organizations and programs. and famine or disaster relief assistance. However. in the main I believe the committees recommendations represent a judicious allocation of our resources for foreign assistance to other countries. And make no mistake. the nature of international relations and the position of the United States in the world requires us to make such allocations if we truly desire to maintain our own vital interests and foster greater adherence to our ideals by others.
