President. recently. Ambassador Frank L. Kellogg. special assistant to the Secretary of State for Refugee and Migration Affairs. delivered a thoughtful address at the University of Cambridge in England on refugee problems and the U.S. policy and role in helping to solve those problems. I believe Ambassador Kellogg. who has long been a forceful advocate of international refugee assistance. has issued an eloquent challenge to all governments to respond to the worldwide refugee problem. Ambassador Kellogg. who formerly was a Director of the International Rescue Committee. is the senior U.S. official concerned with refugee matters. He has pressed our own Government for more adequate refugee assistance programs and he has been a major force in the international community as well. I share his view that we must devote greater resources to the relief needs of the refugees and to the encouragement of international standards of conduct that will prevent the continued creation of new generations of homeless and dispossessed peoples. Mr. President.
