I believe that this most basic form of humanitarian assistance should be significantly expanded. and I intend to vote to increase Public Law 480 funding at the appropriate time. I will also support amendments offered on the floor today to increase the level of humanitarian assistance in the pending appropriation bill. I will not take the time to describe the numerous other foreign aid programs which are funded by H.R. 4592. They include a contingency fund for famine and disaster relief. the Peace Corps. and the Cuban refugee .resettlement program. This -legislation lso appropriates funds to various multilateral. organizations to which the United States belongs. Programs operated under the auspices of the United Nations. including the U.N.
