Mr. Speaker. I am today introducing a bill which I hope will reverse the circumstances which caused the collapse of the trade and emigration agreement last month between the United States and the Soviet Union. Members may recall that the Soviets rejection of the agreement was accompanied by a statement expressing concerns over discriminatory actions by the Congress. Many of us who participated in the drafting and passage of the ExportImport Bank Act amendments last year believe that the Soviets were directing their comments at the $300 million ceiling which was placed on credits for the Soviet Union. I hold this point of view and have expressed it in several statements on this floor.
