This problem dramatizes our inability to deal with the other body because It allows any of its members to do anything he wishes. Any Senator can make almost any amendment become law. no matter what the House wants. or what the Executive wants. The adoption of the Vanik and Jackson amendments are milestone statements in behalf of human rights. We can only hope that the Russians will take advantage of the mostfavorednation status offered by opening up free emigration for all their citizens. Without this bill U.S. traders will continue to labor under unreasonable burdens in international trade. The bill allows us to expect equal access to the markets of our trading partners when we allow them access to ours.
