Session #93 · 1973–75

Speech #930355553

Under those circumstances he can waive the Vanik amendment. Mr. Speaker. in considering the agreement to the conference report and the amendments thereto. I find there is a discrepancy between the language of amendment No. 396 as adopted and the explanation in the managers report with respect to the extension of U.S. Government credits or guarantees to Czechoslovakia. The language in the managers report should be interpreted as meaning that no further Government credits could be extended to Czechoslovakia unless it complied with the provisions of section 402 on freedom of emigration which makes such credits subject to the congressional veto procedures under section 407.
