Session #93 · 1973–75

Speech #930355040

It has always seemed a cruel irony that the United States. which took the leadership in drafting this convention has yet to take a vote on ratification while most of our NATO and SEATO allies have wholeheartedly supported it. Our failure to support such a basic human rights document has been a diplomatic embarrassment to our representatives abroad and a hindrance to the development of international standards of decency. During our final days this week. there has been much talk about the need for recognition of the right of emigrationa principle which I strongly support. But what about the right to survival? Is this not of equal importance?
