Session #93 · 1973–75

Speech #930351350

The conferees decided to suspend all military assistance and sales upon enactment of the bill. but to allow President Ford to lift the suspension until February 5. subject to certain conditions. I trust that during this short period the United States can play a useful role in facilitating movement toward a settlement. While the Cyprus negotiations continue. it is important to remember the thousands ok homeless refugees who are the innocent victims of this tragedy. I am pleased to report that the Senate accepted the House language earmarking $25 million for famine and disaster relic to Cyprus. The conferees discussed the proposed restrictions on aid to Cambodia including the ceiling of $200 million on military assistance. and agreed to exempt from the MAP ceiling up to $75 million in emergency assistance under the Presidents special drawdown authority.
