Session #93 · 1973–75

Speech #930350733

I somehow have the impression. but I would have to check to see whether that is correct. that there is some understanding between the German government and the Soviet government on the Volta Germans but I am not absolutely sure that is correct. I seem to have that at the back of my mind. If you consider these letters legal documents. which as 1 pointed out they are not in the strict sense of the term. then strictly speaking they would apply to all nationalities. There is no specific reference I believe to Jewish emigration but I think in the legislative history of this matter one would have to say that this has been the primary focus of the conversations. Senator BYRD. Is it not correct that since 1972.
