The rest of the world has waited several years to start the trade negotiations. Given the present situation. it is essential that Congress not force the world to wait longer. Of course. the delicate arrangements involving both liberalized Soviet emigration policies and normalization of commercial relations with the Soviets are also a part of this bill. If those arrangements fall apart. the consequences could be grave for Soviet citizens deserving to emigrate as well as for United StatesSoviet relations generally. It is unlikely that anyone who studies legislation of this length and magnitude would be satisfied with every provision. I am no exception and there are numerous provisions I would like to see rewritten.
