President. I strongly support the Jackson amendment to section 402 of the Trade Reform Act. As reported by the committee. section 402 prohibits the President from concluding a commercial agreement with any nonmarket economy country which denies its citizens free emigration. The amendment I support. introduced by my colleague Senator JACKSON. would provide temporary authority to the President to waive section 402 provided certain conditions are satisfied. Mr. President. as you know. since section 402 was incorporated movement has taken place with regard to the Soviet Unions expressed interest easing that countrys emigration practices. As a result. through an exchange of letters. Secretary of State Kissinger and Senator JACKSON expressed the terms required for the waiver of section 402 as it pertains to the Soviet Union.
