President. on Tuesday. I offered an amendment to the trade reform bill. No. 2022. which is intended to encourage nonmarket economy countries to afford freedom of emigration and freedom from harassment to very close relatives of persons residing in the United States. This amendment expresses the concerns of ethnic groups originating from such nonmarket countries. I have recently received communications from the PolishAmerican Revival Movement Conference. and the American Hungarian Federation supporting the basic concept of the amendment which I will bring up at the appropriate time. namely. to encourage nonmarket countries to allow freedom of emigration to all ethnic groups. at least so far as individuals in those groups wish to be reunited with their very close relatives in the United States. Mr. President. the amendments to which they refer in their letters are identical to No. 2022. except for some slight technical changes.
