We are seeking to cut off all aid to the nation of Turkey. which earlier this year unleashed an invasion against the nation of Cyprus and remains in ironclad control of more than onethird of the island. We are seeking to restrict aid to Chile due to her policies restricting human freedoms. and we are making a strong commitment to limiting aid to those countries in the Middle East such as Syria which deny their citizens the right to emigrate. We continue to work tor peace in the world. through detente with the Soviet Union. We realize that detente will be worthless unless guarantees are made by the Soviet to release their stranglehold on the nations of Eastern Europe and give them to right to choose their own destiny.
