The U.S. Civil Rights Commission found that in the Southwest. for example. less than 4 percent of the children from Spanishspeaking backgrounds had bilingual instruction available to enable them to develop competency in English in order to successfully complete their schooling. The story is similar throughout the country. particularly in the urban centers to which recent immigrants gravitate. I have consistently advocated expanded State and local appropriations for bilingual programs. since education is not solely a Federal responsibility. But it is equally important that we keep pushing for higher Federal funding to set the pace for local officials and to get the program going in as many schools as possible.
